How is water color pencil used?
There are a variety of techniques each artist creates for him or herself, but I'll supply you with the basic ones.
You can wet the paper by applying with very moist paper towels, and then paint with the pencils as if they were normal pencils.
Or, you can dip the pencils into water, and apply them to the paper as so. With a brush and some water, you can manipulate shading (e.g., for shadows use less water + more pencil pressure, for highlights use more water + less pencil pressure, assuming you know the colors you'll be using). Certain subjects, such as people portraits and animals, will require a great deal of shading and acute understanding of anatomy and color (by the way, yellow is a natural highlight on most objects and therefore is advisable for realistic paintings as an underlying tone, though it'd take years to master the correct hue).
Water color pencils were created to make it easier and more economical for "starving artists" and other consumers who wouldn't otherwise like having to buy multiple tubes of paint that was liable to drying.
