I've seen lots of pictures like this a was just wondering what would I use to make it.And what's the proper term for it.
Computer generated imagery (CGI) - I would suspect that is a model of a person in the midst of a scene. Both are modelled in specialised programs, I would suggest Poser for the figure and 3DMax for the setting. It is then rendered using an even more specialised program and the settings which the render engine is given determines the final effect.
While your example is not a world class example of the genre it is still pretty complicated and you would likely not be able to reproduce something like it without quite some practice first. You should start by looking at introductory tutorials for, eg Blender before you move on more complicated scenes like that.
