Why were people in medieval times not allowed to charge any interest at all? This left Jews with a monopoly on the market, which harbored resentment. Why did the Church persist in this, and why is interest charging not a sin anymore?

Mike, if that's true, why were the Jews the only ones charging any interest on loans? A person could have gotten rich undercutting them.
Catholic teaching still holds that usury is morally impermissible, but it does not follow from this (and the Church never did teach) that any charge above principle on a loan is always wrong. The Catechism of the Catholic Church reiterates the condemnation of usurious actions:
The acceptance by human society of murderous famines, without efforts to remedy them, is a scandalous injustice and a grave offense. Those whose usurious and avaricious dealings lead to the hunger and death of their brethren in the human family indirectly commit homicide, which is imputable to them. (CCC 2269)
The teaching on usury is not a simple reversal and rejection of what was taught before but rather a development of the same principles used by Thomas applied to radically new circumstances.
