Minority Or Woman Owned Certification Can Help

When a business applies for a Certification the business owner(s) is asking an organization or government agency to guarantee that the business and owner meet all the qualifications for being Certified. Certification by an organization/agency means they attest that a business meets the qualifications. The reputation of that organization/agency is on the line when they certify a business, so they will look closely at the credentials, records and claims. If they erroneously certify a business they will jeopardize their reputation and may be open to law suit or other legal penalty. So even though the requirements and attention to detail of a Certification process can be frustrating, it is necessary to guard the integrity of the certification and the certifying organization/agency.

Here are the typical requirements of a Certification:

• The business is 51% or more owned by the proper classification (Minority, Woman, or Disadvantaged Person).
• The Minority, Woman, Disadvantaged Person owner(s) made an investment to obtain his/her ownership in the business seeking Certification.
• The business is managed on a day-to-day basis by the owner(s) that is of the proper classification (Minority, Woman, Disadvantaged Person).
• The business is capable of providing the products and/or services it claims it can provide. This means the business has the proper license, equipment, people, training, building, vehicles or anything else that is necessary.
• If the Certification is for "disadvantaged" businesses the business owner must prove that he/she meets that organization's/agency's description of disadvantaged. This will include one or more of the following: personal worth under a specific level, race and/or gender, and location of business.

Certification is one of the best tools in a business's tool box or briefcase or purse. Here are a few reasons why.

Certification has become a requirement instead of just a competitive advantage. As attention to the use of M/WBEs (Minority/Woman Business Enterprises) and DBEs (Disadvantaged Business Enterprises) increases so does the number of businesses claiming one or more of those designations. The number of businesses claiming those designations has become so large that the government agencies and corporations usually require a Certification to verify that a business is truly an M/WBE or DBE. Federal agencies still do not require Certifications; however, they normally expect their Prime Contractors to use WBEs and DBEs as subcontractors and these Prime Contractors usually do require a Certification for their subcontractors.

Certification demonstrates that a business cares. Having a Certification is proof that a business is M/WBE or DBE. It is also proof that the business is willing to meet the requirements of a government agency, education institution or corporation. It shows that a business is likely to be a good vendor because it follows directions.

It is a badge to wear (display) with pride. Including Certification(s) on websites, business cards, brochures, digital information, etc. is a good way to demonstrate that a business meets that requirement. Certification is a qualifier, maybe a requirement, but it is not the only qualifier. Displaying it in the right places provides the information to those who need to know without seeming to say, "I expect your business because I am an M/WBE or DBE."

Being Certified may qualify a business for exclusive opportunities. Sometimes government agencies, primarily federal or state, will do "set-asides" for a specific Small Business classification. In those cases a business may be required to have a specific Certification to qualify.

Certification appeals to customers and clients. Even if a business provides products or services to individuals instead of government agencies and corporations, a certification may be helpful. Consumers may prefer a business because they know it is Minority or Woman Owned Business.

One thing that hampers Small Businesses is not having the right, or best, Certification. A business may think there is just one Certification. Or they assume that a Certification does not apply to them and do not do any research to find out. So a business gets one Certification when another one would have been more beneficial. This causes missed business opportunities. It is important to determine which Certification or Certifications will help. Following is some clarification about Certifications.

Most States offer some type of Certification for M/WBEs. Most State Certifications were developed primarily to identify qualified M/WBEs or DBEs for use by state agencies, and sometimes for local government agencies and schools, in meeting their spend goals. (Spend goal is the target percentage/amount of a government agency's or corporation's budget to be spent with a particular group, such as woman- or minority-owned business.) Some corporations will accept a State Certification, but most prefer a non-government Certification for meeting their own spend goals. A corporation that is a Prime Contractor for state agencies may prefer the State's Certification.

Most State DOTs (Department of Transportation) have their own Certification. The Certification offered by State DOTs is for DBEs (Disadvantaged Business Enterprises). The requirements for this Certification are specifically set to meet federal guidelines because DOTs receive much of their funding from the federal government. This Certification was expanded in recent years to include all state and local government agencies and departments that receive federal transportation funding and it was named the UCP (Unified Certification Program).

Some local government entities offer their own Certification. Some cities, counties and even universities or school districts conduct their own Certifications. Any business trying to sell to these entities needs to have the Certification of that entity.

Corporations often prefer private Certification. Most corporations prefer Certifications from national private organizations because the requirements are the same for each business no matter where they are located. There are Certifications for Minority Owned Businesses and for Woman Owned Businesses. These organizations normally offer their Certified businesses training and access to Corporate buyers.

Certification can increase opportunities. In tough economic times, every opportunity or advantage should be used.

The subsequent dot-com bomb led to an exodus of certified technicians from the industry. Then, as the dust settled, IT certifications were reworked. Accreditations were better mapped to real-world needs and expertise. Program flaws were eliminated. Training programs improved.

Now, in turbulent economic times, IT certifications will provide more relevance than ever before. With unprecedented bailouts, widespread cost and workforce reductions, and a slew of new platforms being released, IT accreditations will assume renewed importance in 2010. Here are 10 reasons why IT certifications will prove important in 2010.

#1: Job retention
Organizations are laying off employees at alarming levels. When wildly successful franchises such as the National Football League downsize 10 percent, you know the economy's in trouble.

When faced with difficult personnel decisions, organizations generally try to retain the most skillful and knowledgeable employees. Certified IT pros have a credible advantage over their colleagues. While holding a current IT accreditation is no guarantee against being laid off, the more education, expertise, and skills you can demonstrate, the better.

#2: Salary maintenance
Many organizations — and city and state governments in particular — are asking employees to accept salary reductions. Whereas staff may have grumbled over a scant four or five percent salary increase a few years ago, today many are being asked to cut their compensation by those amounts.

Robert De Niro Interview For Stone – Which Also Stars Edward Norton & Mila Jovovich

While in the charming city of Toronto for the Toronto Film Festival I caught up with Robert De Niro for his new film Stone, a prison-set psychological crime thriller that also stars Edward Norton and Mila Jovovich. Check out what he had to say below.

When do you think you'll sit in the directors chair again?

Robert De Niro: I have a few things I want to do, I only see myself doing at the most three more movies. One of them would be a sequel to The Good Shepherd, maybe even a third part, I don't know.

People respect and admire you so much, do you ever get intimidated working with other actors?

Robert De Niro: When you're with people and you're working with them intimidation goes away pretty fast. You've gotta work together, so really, you know, I don't know, it goes away. It has to. My job is to help people if they are really nervous that we have to get past that and do what's needed for the scene, or whatever, or maybe use it for the scene.

Certain actors when I was younger I'd meet, I was impressed with them, I remember I worked with Robert Mitchum, and when I met Brando, and even Ed (Norton). He (Norton) was so smart and clever that it was a joy to talk with him, and he liked to talk a lot too. He was great. But I wasn't intimidated. I was impressed.

How did you prepare for this role in Stone?

Robert De Niro: We had a guy who had worked in that prison who was the technical consultant for me. The story in general with my character and what he goes through is something that aside from what he was giving me consulting wise with certain things that were very very helpful, I could emphasize with my character a lot to say the least, it's a classic situation, it's explained in the writing, I didn't really have to do much research on that.

The movie philosophically says a lot, do you think we make our own destiny's?

Robert De Niro: I sometimes think as I get older things get pre determined for me, whether I liked it, wished for it, wanted it or whatever – in some way. But then with other things you do get a choice to change, and that choice you make to change is still apart of this grand scheme. It's like these birds you see fly 9000 miles from one side of the earth to the other. The northern hemisphere to the southern hemisphere, the way they find their way there every year. Some how when you get older you see all these cycles, I sometimes think things are planned.

"ryan's Daughter" is a Love Triangle With Passion, Adultery, Rebellion and a Village Idiot

Ryan's Daughter ' 4 Stars (Excellent)

"Ryan's Daughter" is a love story that evolves into a love triangle set in the epic splendor of an isolated village on Ireland's scenic Dingle Peninsula. Like all love triangles, it ends in a disaster that becomes a tragedy.

Rosy Ryan (Sarah Miles) seeks to find that certain something that is missing in her life and thinks she finds it when she announces her love for her former schoolteacher, Charles Shaughnessy (Robert Mitchum), who is old enough to be her father.

Unfortunately for Rosy, her marriage brings her love but not passion. It is passion she finds when she meets and instantly falls into the arms of Major Randolph Doryan (Christopher Jones), a young British officer assigned to the village.

Major Doryan is a World War I hero who ends up in the village as part of the British occupation while the war continues on in Europe. The villagers resent the British presence and will jump at a chance to fight for their freedom.

Tim O'Leary (Barry Foster) leads a resistance force that awaits the arrival of German weapons so they can finally arm and defend themselves against the British takeover.

The villagers become aware of Rosy's infidelity through the village idiot Michael (John Mills) who is mute and considered a half-wit, but Michael is clever enough to steal away the major's uniform and medal while he is busy making love to Rosy in a secluded island cave.

Michael adores Rosy but instinctively knows he has no chance. He feels a kinship with Major Doryan as they both suffer from profound limps. Both the limp and shell shock are from Doryan's war injuries.

Tom Ryan (Leo McKern) is Rosy's father and owner of the local pub. He is a big freedom talker who is taken at his word to be a freedom fighter by the rebel leader O'Leary, who leans on him for support in gathering up the German weapons that are dropped off at sea and floating to shore.

You just have to see the storm scene, huge waves are crashing against the rocky shore while villagers are scrambling to recover broken boxes of rifles, bullets and dynamite.

When the rebels seek to haul off the weapons stash, they are met by British soldiers who have been tipped off by Tom Ryan. O'Leary is shot by Major Doryan and captured while trying to escape. It is assumed he will be hung for leading the rebellion.

Once exposed, the villagers consider the unfaithful Rosy to be the "British officer's whore" as well as a disloyal and dishonorable informant when in fact it is her father. Ryan, whose wife has died, has spoiled his daughter growing up, and it is he who is the silent informer for the British that is never exposed, even when he has an opportunity to save his daughter from harm.

The villagers become a mob and eventually beat up Rosy's husband Charles, strip Rosy naked and cut off her lovely long hair. This is apparently the ultimate disgrace in an Irish village, being ostracized and then humiliated.

Major Doryan ends up on the beach with Michael who has recovered some dynamite. When Doryan realizes his affair with Rosy is over, he uses the dynamite to commit suicide.

Rosy's husband is aware of her adultery but hopes it will run its course, and he will be there when it is over. When he finds he is unable to handle it, he decides to leave Rosy. They both know that they must leave the village and are led out of town by Father Collins (Trevor Howard), the Catholic priest.

Director David Lean had to wait a year before a storm dramatic enough appeared on the Atlantic Ocean to film the weapons recovery scene. This turned into a masterpiece of filming by Freddie Young who won an Oscar for his effort.

Cinematographer Freddie Young captures the raw beauty of Ireland with its ocean cliffs, green countryside, lazy pastures and hidden forest love nest. Young shot the film entirely in a 65mm widescreen format and in Super Panavision. It was the last such film shot until 22 years later when Ron Howard filmed "Far and Away" in 1992.

The storm scene is nothing short of spectacular as well as real. Leo McKern (as Rosy's father Tom) was injured and badly shaken up while filming the storm sequence and nearly drowned. McKern was so upset he vowed never to act again and did not for several years.

The film includes a passionate love scene between Major Doryan and Rosy who was partially exposed (pretty hot for a film released in 1970). In addition to Young's Oscar, John Mills won an Oscar as Best Supporting Actor for his role as the mute half-wit. Mills bowed at the Academy Awards ceremony when receiving his Oscar and said nothing in the shortest acceptance speech in Oscar history.

Sarah Miles received an Oscar nomination for Best Actress and the film earned another nomination for Best Sound.

Mills also won the Golden Globe for Best Supporting Actor. Sarah Miles (Best Actress) and Trevor Howard (Best Supporting Actor) won Golden Globe nominations.

A lot of critics at the time were not kind to David Lean as director of Ryan's Daughter. Lean was no slouch. He earned two Best Director Oscars for "The Bridge on the River Kwai" and "Lawrence of Arabia".

Lean was also nominated for a Best Director Oscar for "Doctor Zhivago" which won 5 Oscars and had 4 other nominations. Robert Bolt wrote Doctor Zhivago as well as Ryan's Daughter and "A Man for All Seasons". Bolt was twice married to Sarah Miles.

Lean would outperform his critics. He was voted the 9th greatest film director of all time in the BFI (British Film Institute) "Directors Top Directors" poll in 2002.

Ryan's Daughter is a slow developing romance. The film runs for 3 hours and 16 minutes. Like almost all of Lean's films, Ryan's Daughter was hugely popular with moviegoers and movie lovers alike.

Spanning two and a half acres, the Jardins de Claude Monet is a welcoming respite, splashed with vibrantly hued flowers and sweet lingering aromas. One doesn't need to be an art aficionado to recognize the familiar specks of color and gleaming flecks of light— but for those who know Monet well — this is truly a profound experience. In celebration of the upcoming festival, the Musée des Impressionist de Giverny is showcasing Impressionism on the Seine: from Renoir and Monet to Matisse, an exhibition, which brings together approximately 50 paintings from both public and private collections, each which was painted along the banks of the Seine River. The collection is designed to retrace the history of Impressionism and post-Impressionism, from Eugène Boudin to Henri Matisse.

After perusing the gardens and masterpieces by Monet, Renoir, Pissarro, and Sisley, we set out to follow the Route of the Impressionists in Rouen, a charming town situated between Paris and the Normandy coast. Once described by Pissarro as being just "as beautiful as Venice," Rouen is best known for having drawn the likes of landscape painters, serving as an instrumental landmark during the time of the Impressionists.

The Route of the Impressionists runs along the Seine Valley La Bouille, Sahurs et Bonsecours and highlights 22 key locations where such famous artists had once set up their easel and captured the landscape that lay ahead. The six tourist routes are scattered throughout Dieppe, Etretat, Le Havre, La Bouille, Rouen, and Giverny, and are marked with reading panels that describe which Impressionist painting was created at the site, and by whom.

After literally standing in the footsteps of some of the most influential artists of all time, we headed back to the city, checked into the medieval Hotel Bourgtheroulde, passed the burning grounds of Joan of Arc, and made our way to the Musée des Beaux Arts. With 100 masterpieces devoted to the city "of a thousand steeples," the Musée des Beaux Arts boasts the finest Impressionist collection in France, outside of Paris. In celebration of the festival, the museum presents: A City for Impressionism: Monet, Pissarro, and Gauguin in Rouen.

While Impressionist paintings hang on the white walls inside, the real spectacle occurred just outside its doors. On June 5, 1,250 participants clutched a recreated piece of Monet's La Cathédrale de Rouen, effet de soleil, fin de journée, and as they extended their arms towards the sky, the puzzle came into focus and was projected for all to see, covering a surface area of 600 square meters.

There is no denying that the much-anticipated Impressionist Festival has swept the streets of Upper and Lower Normandy.
